The privacy policy of the platform and of the LeFrelon Pro and LeFrelon Pisteur mobile apps — data collected, uses, retention periods, account deletion — is a separate document: Privacy policy.
1. Purpose
These Terms of Use govern the use of the LeFrelon.com collaborative platform, published by the Association Le Frelon, a non-profit association under the French law of 1901, whose registered office is at 1005 route de l'ancienne gare, 07190 Saint-Sauveur-de-Montagut, France.
LeFrelon.com allows its users to report, locate and follow the actions taken against the Asian hornet, by encouraging cooperation between citizens, field workers, local authorities and local associations.
2. Access to the service
Public pages can be viewed and reports created without registering.
Creating an account requires: confirmation of the email address, and manual approval by an administrator.
Access to some modules is reserved for registered members whose role has been defined and approved (coordinators, pest control companies, etc.).
3. Roles and responsibilities
Users may have different roles:
- Visitor: can view the public site and submit a report without creating an account.
- Member: accesses reports according to their area and rights. Can comment on, edit or delete their own reports.
- Coordinator (animateur / coordinateur): sees all reports in their area, accesses reporters' personal data, can edit or delete content, can assign people to a report, approves registrations.
- Pest control company: a professional company to which a nest report can be entrusted. It only accesses the reports entrusted to it, and the reporter's contact details only after agreeing to intervene.
- Administrator: oversees the whole system, manages roles, moderates content.
4. Data collected
On registration:
- Surname, first name
- Email address
- Phone (optional)
- Postal address
When reporting:
- Photo(s) (optional)
- Location
- Description, type of pest, date
- Information on danger, accessibility, etc. (optional)
The minimum data required for a report is: surname, first name, email address and location.
5. Access to data
Members only see reports in their area or those they are associated with.
Coordinators have access to all reports in their area, with personal data.
Reports are never private, but the reporter's contact details are not public.
An indirect messaging system makes it possible to reply to a reporter by email without directly revealing their address.
When a nest report is offered to a company, the company first sees only the town, the type and the description of the nest. The exact address and the reporter's contact details are only disclosed once it has agreed to intervene. A company that declines or does not respond never has access to them.
5bis. Assignment of interventions
Depending on the area, a nest report is entrusted to a company either by the local coordinating body or — when no body is able to do so — directly by the platform, which offers it to the companies in the area one after the other until one accepts.
Companies are ranked on objective criteria: distance, offers already received, response rate, ratings left by previous reporters. A company is never automatically excluded on the strength of a single piece of feedback.
The Association is not a party to the contract between the reporter and the company. It receives no commission, sets no price, and guarantees neither the performance nor the quality of the service. The reporter remains free to refuse the company offered and to contact another professional.
Companies undertake to comply with a charter of good practice (in French), compliance with which is a condition for continuing to receive offers.
A few days after an intervention, the reporter may be asked whether the company intervened and under what conditions. The answer is optional, passed on to the body that coordinates the fight in their area, and not shared with the company.
6. Use of data
Data may be used:
- for statistical or scientific purposes (maps, reports, etc.),
- shared with partners involved in the fight against the Asian hornet who use the platform,
- never sold or used for commercial purposes.
The platform itself measures the use of its signed-in area, without cookies or third-party services: see the privacy policy.
6bis. Right of access, rectification and objection
In accordance with French law no. 78-17 of 6 January 1978 ("Informatique et Libertés") and the General Data Protection Regulation (GDPR) (EU 2016/679), each user has the following rights over their personal data:
- Right of access: you can ask to know what data we hold about you.
- Right to rectification: you can ask for inaccurate or incomplete data to be corrected.
- Right to object: you can object at any time to the processing of your data, in particular on legitimate grounds.
- Right to erasure ("right to be forgotten"): you can ask for your personal data to be deleted under the conditions provided by law.
- The right to restriction of processing and the right to data portability may also apply in certain cases.
To exercise these rights, write to: [email protected] or by post to: Association Le Frelon – 1005 route de l'ancienne gare, 07190 Saint-Sauveur-de-Montagut, France
Proof of identity may be requested to keep your data secure.
The Association Le Frelon undertakes to process your request within a maximum of 30 days of receiving it.
6ter. Data retention
Personal data is not kept indefinitely. The main retention periods are:
- User account: for the life of the account, then 36 months after the last sign-in (inactive accounts are deleted or anonymised).
- Reporter's contact details attached to a report: 36 months after the report is closed, then permanently separated.
- Reports and observations in anonymised form (location, date, species): kept with no time limit for scientific monitoring.
- Technical logs, crash reports and audience measurement: 12 months maximum.
- Accounting records: 10 years, as required by law.
Full details of retention periods, including for the mobile apps, are in the privacy policy.
7. Moderation and deletion
Members can edit or delete their own content.
Other deletions and moderation are carried out by an administrator.
To delete an account or personal data, write to [email protected].
A moderation policy prohibits hateful, abusive, racist or defamatory content.
8. Responsibilities
The association does not guarantee the accuracy or truthfulness of reports, but makes every effort to check them.
Coordinators undertake to validate and process reports as quickly as possible.
The service is provided "as is", with no guarantee of continuous availability.
9. Limitation of liability
The association cannot be held liable for the consequences of inaccurate information, or for the use of data by a third party.
The user acknowledges that LeFrelon.com is a citizen coordination tool, with no commercial purpose and no obligation of result.
10. Changes to the terms of use
These terms of use may be updated. In the event of a major change, registered users will be informed by email.
